What Should We Do To South Gloucestershire Council?

I quite like this strange sculpture, I don't know why. It looks like a stack of pencils. Rumor has it that the spikes are to impale unpopular politicians (from South Gloucestershire Council perhaps?) on. But even if you line them up like bits of meat on a kebab skewer there aren't enough spikes!
